Because rights flow down through the tree, we need to think about the highest levels and decide at any particular level if there is a group of people who would need the same level of access all the way down.
Naturally, we need to be careful; setting a user as an Owner at the root means they have the highest level of access, including the ability to read data, all the way down. Not only do we need to carefully consider whether a user should have this, but we also need to be wary of what it would mean should that account be comprised.
